Now, this is not supposed to be possible.

From UoGuide:

Properties
1-4 random properties (up to 90% intensity), AND
Always one of the following:
Damage Increase 15%
Swing Speed Increase 5% (Rare)

Also tried this on default RunUO 2.7, all crafts give minimum 2 properties just like it says on uoguide.
