question about skills

i have played for a year on other shard and i have there 3-5 chars with full skills, and if here some system of replace my chars- give me on your shard the same chars with the same skills on top-100,but without any other help-only chars and their skills +stats.

Here no transfer.
I think you have to train again your stats and skills.
if you don't trust me, you can ask to Gms by using "help" in game.
