Regarding Daily Rares

Are daily rares a working function of this shard? I've been attempting to get a couple the last few nights with no success. I remember they were hard to get on OSI shards, so perhaps it's just my bad luck, but it seems that they aren't working. Yet I see other people selling the Buc Rocks, Papau rocks, tall candles, ect. Also, I do see most of these rares but cannot pick them up.
