INSCRIPTION and MAGERY question

According to stratics:

** When crafting a spellbook there is a chance it will get up to 3 magical properties. These properties can be Faster Casting, Faster Cast Recovery, Lower Mana Cost, Lower Reagent Cost, Mana Increase, Mana Regeneration, Spell Damage Increase, Intelligence Bonus and a few mage related Skills(Magery, Eval. Int., Meditation and Resist). All the properties can be up to 80% of the intensity range they normally spawn in.
The amount and intensity of the properties on a spellbook depends on your Magery skill. At 80 Magery you can get 1 property, at 90 Magery you can get 2 properties and at 100 Magery you can get 3 properties. At 110 and 120 Magery you can still only get 3 properties, but you will have a higher chance of getting them.

I need to lower magery. Now I'm at 115. I need to lower it at least by 30 - 40. My question is:
WILL I BE ABLE TO CRAFT 3 properties books when I will add jevelery to max my skill up to 115? Or is it the REAL skill that matters here?

I really need that 30 - 40 extra skill points...

I think you can still create spellbooks with 3 properties even though you use jewellery to raise your magery up.

Yeah you can create your self a book with propertys like 1/2 sdi 8 ecc.. But im not sure can you create it without good magery -.-

Ahh i think its the same with base magery 115 or with items

No, you need real magery. This question has been discussed many times in the italian forums. I tried making spellbooks at about 75 real + 25 with jewelry and i didn't get a single property in 50 spellbooks made. Now I have 100 real and I get a spellbook wth properties every 4-5 made.
