I know that the hooded shroud of shadows is prem only, but looking through the gumps i found a shroud that isn't teared up, what is it?

EDIT: And about Wind, real skill or modified value must be at 72?

Don't tell anyone, but I got this great PvP weapon when I killed a GM using the infamous 'sheep hack' - it has artifact rarity 69 and swing speed increase 250 but you need 666 strength to use it:
