It does seem to be a little less than 1 second, but not much...
In anycase, if you are a mage/necro you must have high dci.
Once you have something close to the 45 dci cap... the guy thats attacking u can hit as fast as he wants, he wont be able to do enough damage before you heal.

normally its capped by 1 i also know it but if you got a beserkers maul and 140 - 160 dex (160 the dex i want to have and can have) and you do devine fury you can hit 0.5s per hit. i did thta on entrop runuo one time and normally it was capped to 1 but with devine fury i did 300 dam in 3 secs like thta . so maybe that italian had a fast weapon with devin efury with it. ive heard thta some italians has 180-190 dex. so u cannot really telwhos the noob. with 180 dex you heal in 2 secs 160 3 secs and 200 1 sec lol.
