[MANTIS]HLD/HLA not working properly

In OSI if you hit some1 with a HLD/HLA effect, it reduces 25% defense/attack of your target for 8 sec

landing another HLD/HLA does not lower the target's defense/attack any lower than 25%. but the 8 second duration timer will reset with each successful HLA/HLD hit

Here, you cant land another HLA/HLD effect, until the first one expires.

I also did some testings with a trial account on OSI to confirm it.
